The system of preschool and school education was recognized as one of the areas with the most violations of labor legislation.

The Senate of the Oliy Majlis of the Republic of Uzbekistan analyzed the state bodies where the most violations of labor legislation were observed, and on June 26 of this year, a decision was made to send a parliamentary inquiry to the Minister of Employment and Poverty Reduction of the Republic of Uzbekistan, B. Zakhidov, regarding compliance with labor legislation.
According to the data, the most cases of violation of labor legislation were committed in the system of the Ministry of Preschool and School Education, along with several government agencies.
In particular, in the system of the Ministry of Preschool and School Education in 2024, out of a total of 2,078 civil cases considered in courts related to reinstatement, wage collection, and other labor disputes, 1,364 (66 percent) were satisfied, and decisions were made to recover 14 billion soums in wages and an additional 2.5 billion soums in compensation for forced absence and moral damages in favor of the plaintiffs due to violations of labor legislation in the system.
In this system, the largest number of violations of labor legislation were committed in Surkhandarya (294), Kashkadarya (269), Fergana (262), Samarkand (246), Navoi (174), Tashkent (152) regions and the city of Tashkent (144).
For example, according to the order of the Minister of Preschool and School Education of the Republic of Karakalpakstan dated July 7, 2023, No. 109-k, the employment contract with I. Eshanov, who worked as a school principal, was terminated on the basis of paragraph 2 of part one of Article 168 of the Labor Code (termination of the employment contract due to circumstances not related to the will of the parties).
According to it, the employer did not take such a measure, although it was possible to employ an employee whose employment contract was terminated. By the ruling of the Supreme Court dated June 14, 2024, I. Eshanov was reinstated to the position of director of secondary school No. 33 of the Kungrad district department of preschool and school education, and a decision was made to collect 60 million soums in wages in his favor.
In most cases, the failure of heads of state organizations and agencies to timely and delay the execution of court decisions on the reinstatement of illegally dismissed employees leads not only to public discontent, but also to the payment of additional payments to employees.
For example, citizen D. Islamova was reinstated to the position of Head of the Department for Monitoring the Quality of Education of the Ministry of Preschool and School Education by the decision of the Shaykhantakhur Inter-District Court for Civil Cases of August 4, 2023.
However, due to the untimely execution of the court decision by the employer, he was forced to file a lawsuit for the recovery of wages for forced absence. As a result, by the decision of the Shaykhantakhur Inter-District Court for Civil Cases dated December 23, 2024, the Ministry of Preschool and School Education was ordered to recover 294 million soums of salary and 20 million soums of moral damages in favor of D. Islamova.
This has led to an increase in justified complaints and a sharp increase in the number of citizen complaints about injustices.
It is noted that some employees who were reinstated through the court were reinstated by the heads of state organizations, but later there were cases of illegal dismissal. As a result of the reinstatement of these employees through the court, the amount of sums collected from the state organization in favor of the employee increased.
According to the resolution of the Senate of the Oliy Majlis, in 2024, the largest number of appeals regarding labor legislation were received for consideration from the system of the Ministry of Preschool and School Education, the number of appeals amounted to 7,578.
Now, the Minister of Employment and Poverty Reduction, B. Zakhidov, must submit a written response to the Senate of the Oliy Majlis of the Republic of Uzbekistan by September 30, 2025, based on the results of the consideration of the parliamentary inquiry.
As a reminder, according to the Ministry of Employment and Poverty Reduction, the largest number of violations of labor legislation in 2024 were observed in schools (5,612), followed by preschool educational institutions (2,173).
In 2023, the preschool and school education system took "first place" in the areas where labor legislation was most violated.
