Endi maktabdagi vakansiyalar haqida hisobot berish shart emas

Ko‘pchilikka ma’lumki, hozirgi kunga qadar hududiy bandlik bo‘linmalariga umumta’lim maktablari rahbarlari tomonidan o‘qitilayotgan dars soatlarini hamda o‘qituvchilar tomonidan bir stavkadan ortiq dars soatlarini, hatto minimal darajada ortib qoladigan dars soatlarini (1 yoki 2 soat) ham har oylik hisobotlarda vakant dars soatlari sifatida ko‘rsatish majburiy talab hisoblanardi.
Ya’ni, yuqori malakali o‘qituvchi “Umumta’lim muassasalarida sinflarni komplektlash hamda tarifikatsiya ro‘yxatlarini shakllantirish tartibi to‘g‘risida”gi (3271-sonli) nizom asosida 30 soat dars olgan bo‘lsa-da, maktab direktori har oyda o‘sha o‘qituvchiga berilgan ortiqcha 10 soatni hududiy bandlik bo‘limiga bo‘sh ish o‘rni sifatida ko‘rsatishga majbur edi. Natijada esa o‘qituvchilarga berilgan ortiqcha dars soatlari ish so‘rab kelgan talabgorlarga majburan olib berilardi.
Chunki, ish beruvchilar bo‘sh (vakant) ish o‘rinlari mavjudligi to‘g‘risidagi ma’lumotlarni mahalliy mehnat organiga har oy “Yagona milliy mehnat tizimi” idoralararo dasturiy-apparat kompleksi orqali elektron tarzda taqdim etib borishi majburiy edi.
Ushbu talablarni bajarmaslik esa Ma’muriy javobgarlik to‘g‘risidagi kodeksining 229-moddasiga ko‘ra, ma’muriy jarima solinishiga sabab bo‘lardi.
Shu sababli, juda ko‘p hollarda ish beruvchilar tomonidan vakant ish o‘rinlarini yashirish holatlari uchrab turardi.

Farmonga ko‘ra, endilikda ish beruvchilar bandlik organlariga mavjud vakansiyalar haqida hisobot berishga majbur emas.
Shuningdek, bandlik organi yo‘llanmasi bilan bo‘sh ish o‘rniga kelgan nomzodni ishga qabul qilinmagan taqdirda, ish beruvchi sabab keltirishi shart bo‘lmaydi va buning uchun ish beruvchi ma’muriy javobgarlikka tortilmaydi.
“Ilgari qonunchilikda ish beruvchi bo‘sh ish o‘rinlari haqida hisobot bersa, bandlik markazi yo‘llagan nomzodni rad etganda ma’muriy jazo qo‘llanilishi mumkin edi. Shu bois ko‘p ish beruvchilar vakansiya haqida ma’lumotni ochiq taqdim etmasdi.
Bu esa mehnat bozori haqida ishonchli ma’lumot yetishmasligiga, haqiqiy talabni tahlil qilish va kasbiy ta’lim yo‘nalishlarini belgilashda qiyinchiliklar yuzaga kelishiga olib kelar edi. Yangi farmon bilan mazkur qoida bekor qilindi.”, - deyiladi Bandlik vazirligi bergan xabarda.
