Will teachers with a management certificate also receive a 50% bonus?

I recently completed a management course for school principals and received a certificate. When I showed the certificate to the vice-principal and asked him to write an additional bonus, he said that this bonus is not for you. After all, I studied for 1 month and received a certificate, are these actions of the "supervisor" legal?

Resolution No. 681 of the Cabinet of Ministers dated December 25, 2023, approved the Regulation on the procedure for training candidates for the position of school principal in management training courses and issuing them a management certificate.

According to the regulation, candidates for the position of school principal can study in a management course organized at the National Institute of Pedagogical Skills named after A. Avloni, provided they meet at least a bachelor's degree and the qualification requirements established for school principals.

In this case, candidates holding a management certificate are granted the right to participate in the competition for the position of school principal.

Let's say a teacher working in an educational institution receives a management certificate, in which they are only eligible to participate in the competition for the position of school principal, but cannot receive an additional bonus.

Because Clause 2b of the Cabinet of Ministers Resolution No. 681 of December 25, 2023, provides for the payment of additional bonuses only to managerial employees who have a management certificate (50 percent for school principals, 30 percent for deputy directors).

That is, a teacher with a management certificate will receive a 50% salary supplement only if they successfully pass the competition for the position of school principal and begin working as a school principal.

In conclusion, teachers with a management certificate will not be paid these bonuses.
