On April 9, 2025, a press conference will be held at the Information and Mass Communications Agency on the results of the activities of the A. Avloni National Institute of Pedagogical Skills in 2024 and plans for the future.
Information was provided on the newly organized system of professional development, management training courses, as well as the processes of preparation for the international PISA study.
Management Training Courses
At the press conference, it was noted that in 2024, 1,613 candidates for directors and 1,093 current school principals were trained in a 144-hour management training course.
1,160 of the candidates and 714 of the current school principals received management certificates. That is, 379 school principals and 453 candidates did not receive management certificates.
It was also noted that in 2025, within the framework of the management course, it is planned to train 3,500 people, including 2,000 current school principals and 1,500 candidates for director positions.
Advanced training of teachers
At the press conference, it was also noted that the Cabinet of Ministers approved the new Regulation "On the Procedure for Organizing Continuous Professional Development of Employees of Preschool and School Educational Organizations" by Resolution No. 867 of December 20, 2024, which made it mandatory for pedagogical workers to master professional development programs with a specified duration every 5 years.
Final certification, that is, the final control test at the end of advanced training courses, assessment processes in the form of a qualification work or defense of a graduation work, consisting of completing tasks on the application of advanced pedagogical methods and technologies, are also being introduced.
At the end of the course, teachers who have completed advanced training courses must also take a final control test - a method for assessing the level of mastery of theoretical knowledge and practical skills in the subjects included in the course program.
In this case, if a student of the advanced training course shows a positive result in all types of control (interim, final) provided for in the curriculum of the course, the curriculum of the course is considered fully mastered.
A student who did not score enough points in the midterm exams is given the opportunity to retake it (after one day) with the permission of the head of the professional development educational organization. Students who have not completed the intermediate control tasks are not admitted to the final control.
If the student does not achieve a positive result in the final control of the advanced training course, they are given the opportunity to retake it once every two months to the commission that conducts the final control, created in the educational organization of professional development.
Final certification of the advanced training course is conducted in the form of a final control test and assessment of the qualification work consisting of completing tasks on the application of advanced pedagogical methods and technologies.
If the student does not achieve a positive result in the final certification of the advanced training course, they are given the opportunity to resubmit once every two months to the commission that conducts the final certification, created in the professional development educational organization.
The final certification of teachers of applied disciplines (music culture, fine arts and drawing, technology) can be carried out in the form of a final control test and practical assignments in the relevant subject.
Students who have fully mastered the advanced training course program are issued an electronically generated document (certificate) of the state form, certified by an electronic digital signature (QR-code), by the educational institution that organized the course.
It was noted that in 2025, it is planned to improve the qualifications of 116,081 teachers across the republic, including 5,411 teachers at the Institute itself.
Preparation for international research
At the press conference, it was also reported that from May 3 to 13, 2024, the pilot processes of the PISA 2025 study were organized, in which 4,518 students from 83 schools participated.
On December 3-4, 2024, targeted training courses were organized in the areas of mathematics, natural sciences, reading literacy, and learning in the digital world, in which 93 specialists from regional departments and centers of pedagogical skills were trained.
Currently, training is being conducted for 4,186 teachers in 4 areas. An agreement was signed to participate in the international PIRLS 2026 study on assessing reading literacy of primary school students.
Within the framework of the PISA 2025 international study, 9,049 students from 233 schools, and within the framework of the PIRLS 2026 international study, experimental processes were conducted, in which 1,350 students from 30 schools, 1,350 parents, and 50 teachers are planned to participate.
