From now on, teachers of music culture and physical education will also receive bonuses based on appropriate certificates.


Previously, a presidential decree "On Measures for the Fundamental Improvement of the Teaching of Music Culture in General Secondary Schools and the Development of the Professional Activities of Music Culture Teachers" was signed.


By the relevant resolution of the Cabinet of Ministers dated October 17, 2025, the Regulation "On the Procedure for Determining the Level of Knowledge and Professional Skills of Teachers of Music Culture and Physical Education, as well as Issuing Certificates to Them" was approved.


According to it, starting from the 2025-2026 academic year:


  • the procedure for determining the level of knowledge and professional skills of music culture and physical education teachers of general education schools, as well as issuing certificates to them, is being introduced into practice;


  • These certificates of levels A+, A, B+, B, C+, C are issued by the Agency for Assessment of Knowledge and Skills and are valid for a period of 3 years;


  • applicant who scored 70 points or higher - level A+;


  • 65 - to the applicant who received 69.9 points - level A;


  • 60 - to the applicant who received 64.9 points - level B+;


  • 55 - to the applicant who received 59.9 points - level B;


  • 50 - to the applicant who received 54.9 points - level C+;


  • Candidates who score 46 - 49.9 points are awarded a C-level certificate;


According to the procedure being introduced into practice:


Teachers who have received a B+ and higher level certificate are paid a bonus to their salary in the manner prescribed by law.


According to the Regulation:


  • Test questions for determining the level of knowledge and issuing a certificate are developed by the Agency with the participation of subject specialists recommended by the Ministry of Preschool and School Education and other relevant ministries;


  • Applicants for a certificate must register by submitting an application in electronic form through the Single Portal of Interactive Public Services to participate in the testing;


  • The date of the test is announced through the Single Portal of Interactive Public Services no later than seven days before the date of the test.


During the practical (creative) test in the subject "Musical Culture," one applicant participates. Applicants can participate in the practical (creative) test in physical education individually or in groups.


The process of conducting a practical (creative) test is constantly video recorded.


A commission consisting of 5-7 leading specialists in the field will be formed to conduct the practical (creative) test. A civil law contract is concluded with the members of the commission involved in the practical (creative) test.


Applicants for the subject "Musical Culture," depending on their specialty, can participate in a creative test with the participation of a musical instrument and accompanist.


The import of telecommunications and technical means for practical (creative) testing is strictly prohibited. An applicant who has negatively influenced the process of conducting a practical (creative) test by various actions is removed from the test based on a report.


Grounds for non-calculation of the results of the exclusion report.


The practical exam for physical education teachers is conducted in two rounds and is assessed based on the standard level of physical fitness according to the relevant standards and tests for performing technical movements in sports.


The first round consists of a test of the standard level of physical fitness, the second - of performing technical actions in 8 sports included in the curriculum (athletics, gymnastics, football, volleyball, handball, basketball, chess, and wrestling).


In the first type of practical exam, the level of physical fitness of physical education teachers is assessed on a 40-point system based on 3 standards.

In the second round, the quality of performing 5 technical actions in 8 sports included in the curriculum, as well as exercises performed by children when reading commands, is determined by indicators.
