According to paragraph 41 of the Law of the Republic of Uzbekistan "On Normative-Legal Documents", normative-legal documents do not have retroactive force and are applied to social relations that have arisen after their implementation. .
In this regard, the amendments made to the Regulation on the procedure for certification of pedagogic personnel by the decision of the Cabinet of Ministers of the Republic of Uzbekistan No. 425 of August 2, 2022, for 15 years of continuous work experience until August 2, 2022 that it is not applied to pedagogues who have and have a higher category (in this case, the period of obtaining a higher category is not important) and on this issue the decision of the Ministry of Public Education of the Republic of Uzbekistan on September 12, 2022 We inform you that letter No. 03/1-4619 is still in force today.
In the Regulation "On the procedure for certification of pedagogic personnel of preschool, general secondary, secondary special, professional and extracurricular educational organizations" approved by the decision of the Cabinet of Ministers No. 572 of September 17, 2021 the list of pedagogues who will not be included in the next mandatory certification is cited," the official statement issued by the ministry says.
Thus, by August 2, 2022, the qualification category of high-class teachers who have 15 years of continuous work experience will be preserved for life. This year, the ministry is expected to issue a certificate valid for life to pedagogues belonging to this category.
For information, 53 thousand 914 teachers with a higher category work in general secondary educational institutions across the republic. A certain part of them are high-class teachers who have 15 years of continuous work experience by August 2, 2022, and the qualification category will be preserved for life.
