The procedure for the organization and implementation of the subject of primary training before convocation in educational institutions is approved by the decision of the Cabinet of Ministers dated November 8, 2023 No. 591 "On the procedure for organizing primary training before convocation in educational institutions ” is regulated by the regulation.
The educational program of primary training subject to the convocation by the ministries and agencies that have educational institutions in their system, in cooperation with the Ministry of Defense of the Republic of Uzbekistan, the Ministry of Emergency Situations, and the Ministry of Health, is integrated in the types of education. will be developed in detail. until the convocation, classes on the curriculum of the subject of primary preparation are held in educational institutions within the same amount of study hours allocated for this subject.
The knowledge, skills and abilities acquired by the students of educational institutions during the training sessions are strengthened during the study circles of the basics of military work, sections on military-practical types of sports and military-sports competitions. Trainings and military-sports competitions are held by educational institutions whose educational and material base of primary training is not fully strengthened before the call-up. educational institutions are used. These activities are carried out by the educational institution in coordination with the relevant commanders (leaders).
In educational institutions, classes on the curriculum of primary science are held together with boys and girls. In educational institutions, girls are involved in spiritual and educational activities on the day of one-day practical training at military training grounds with boys of graduating classes and courses. In educational institutions, the plan of initial preparation before convocation is developed for the entire academic year, divided into weeks, and the training is included in the general lesson schedule.
Training weapons provided by the Ministry of Defense of the Republic of Uzbekistan for use in the training of basic training science, as well as air rifles and their ammunition provided at the expense of local budget funds, weapons storage it is allowed to permanently store the rooms in the departments of defense works and educational institutions under the protection of the technical security points of the National Guard of the Republic of Uzbekistan (without being deducted from the account of the Ministry of Defense of the Republic of Uzbekistan).
The training weapons stored in the departments of defense works by the educational institutions that are not under the protection of the technical security points of the National Guard of the Republic of Uzbekistan are used during the working hours until the call-up in basic training. Defense works The procedure for using educational weapons of departments and educational institutions during training is determined by the Ministry of Defense of the Republic of Uzbekistan in agreement with the Ministry of Internal Affairs of the Republic of Uzbekistan, the ministries and agencies that have educational institutions in its system.
Heads of educational institutions and defense departments are responsible for the correct organization of the use of educational weapons stored in defense departments in the training of primary training subjects until the draft.
Practical shooting training in educational institutions is conducted using air rifles on a fixed range at the disposal of the educational institution, on the ranges of sports organizations, military units and institutions to which the educational institution is attached. Students who have successfully passed a test on the conditions and safety rules of shooting exercises are allowed to participate in such training. Students who fail the shooting conditions and safety test will be allowed to retake the test on the next working day.
In order to strengthen the students' theoretical knowledge, practical exercises based on the curriculum are conducted with students studying in the graduate classes and courses of educational institutions at the final stage of the subject of primary preparation until the convocation. will be held.
In this, the skills of students of educational institutions to fulfill the control norms of these subjects are tested. Before the call-up, the girls will pass the inspection standards in the science of primary training on wearing individual protective equipment against weapons of mass destruction in different ways and providing first aid.
In the final quarter of the academic year (March-May), practical shooting exercises with the graduates of educational institutions (boys) at the ranges belonging to the military districts are organized in the following manner, financed from the local budget funds. will be held:
➖Every year by December 20, the defense affairs departments, in agreement with the regional departments of the ministries and agencies that have educational institutions in their system, provide information on the number of boys studying in the graduating classes and courses. presented to the governorships and military districts;
➖every year by January 20, a plan for conducting practical shooting exercises with students at military ranges and an order of the military district commander regarding the organization of these exercises are prepared;
➖in the military district, providing transportation to educational institutions at the expense of the appropriate local budget funds for taking students to training grounds, organizing traffic safety during the movement of transport convoys, and ammunition used during training and a draft decision of the local executive authorities will be developed regarding reimbursement of the expenses for badges to the Ministry of Defense of the Republic of Uzbekistan, and the organization of lunch for students;
➖Every year until February 10, the Chairman of the Council of Ministers of the Republic of Karakalpakstan, governors of the regions and the city of Tashkent will develop a relevant decision on the organization of practical shooting training with students at military ranges based on the plan and schedule presented by the military districts, and is confirmed;
➖The Chairman of the Council of Ministers of the Republic of Karakalpakstan, the governors of the regions and the city of Tashkent, the Ministry of Defense of the Republic of Uzbekistan, until February 20, in order to cover the expenses for the ammunition and targets spent during training with students on military training grounds A contract will be concluded with the supply department in the prescribed manner.
Practical shooting exercises with students on the shooting range at military ranges and at the ranges owned by the military unit and higher military educational institution are organized by the commander of the military unit or the head of the higher military educational institution based on the requirements of the "Shooting Course" . The military district will allocate 3 pieces of ammunition to each student.
The commanders of the military district troops are responsible for conducting practical shooting exercises with graduates of educational institutions at military ranges in compliance with safety rules. During training at military training grounds, students are provided with food at the expense of local budget funds.
The theoretical knowledge and practical skills acquired by the students in the subject of primary training before the convocation are evaluated in accordance with the standard evaluation system established for other general education subjects. The overall grade of the student during the practical training is taken into account in the final grade of the subject of primary preparation until the convocation.
At the end of the pre-convocation training, the pedagogical council of the educational institution evaluates the training of the pre-conception subject in the academic year and concludes the academic year. Education of students in the military-patriotic spirit in educational institutions is organized in harmony with the training of primary science until the draft.
A strong relationship is established between educational institutions and military units, military educational institutions, propaganda work on promotion of military profession among students of educational institutions is carried out in cooperation. "Corner of Courage" with photos of participants in war and combat operations is organized in educational institutions in order to create feelings of loyalty to the Motherland and readiness to defend the Motherland in students.
