According to the majority of pedagogues addressing the editors of xalqtaliminfo.uz, misunderstandings have started again regarding the issue of attracting highly qualified teachers with 15 years of work experience to certification.
What happened?
On September 17, 2021, by the decision of the Cabinet of Ministers No. 572, the regulation on the procedure for the certification of pedagogic staff was approved. At that time, in paragraph 6, paragraph 2 of the regulation, it was said that highly qualified teachers who have 15 years of continuous work experience in educational organizations will not be involved in lifelong certification. The teachers were very happy. But their happiness did not last long.
Because, on August 2, 2022, according to the decision of the Cabinet of Ministers No. 425, not those who have 15 years of continuous work experience, but only pedagogic personnel who have maintained the higher qualification category for 15 years and have continuous work experience will not be involved in the next mandatory attestation marked. Then a problem arose here, and many began to ask questions about what the top-class teachers, who have 15 years of service by August 2, 2022, will do next.
After that, the Ministry of Public Education issued a separate letter stating that the normative legal documents do not have retroactive effect, therefore, until August 2, 2022, he had 15 years of continuous work experience and had a higher category (where the higher category has period of stay is not important) said that it is not applied to pedagogues. The problem that existed in 2022 began to escalate again during the certification process of this year. The Ministry of Pre-School and School Education issued an official statement again this year and announced that the letter of the Ministry of Public Education No. 03-03/1-4619 dated September 12, 2022 is still in force. and reminded that in 2022, pedagogues of the higher qualification category (in the position of head teacher) who were exempted from regular mandatory certification due to having 15 years of continuous work experience in educational organizations, will not be involved in regular mandatory certifications this year.
What other problem is there?
The list of pedagogues who will not be involved in the next mandatory certification is mentioned in paragraph 6 of the regulation on the procedure for the certification of pedagogic personnel. Based on the letter of the Ministry of Public Education No. 03-03/1-4619 dated September 12, 2022, high-class teachers who have 15 years of work experience by August 2, 2022 are now eligible for lifelong certification should not be involved. However, according to the verbal assignment given by some officials and the request of the pedkadr.uzedu.uz platform, which is not provided for in the regulations, high-class teachers with 15 years of work experience have registered on this platform. having to get a lifetime certificate.
In fact, such a provision was not provided for in the regulation on the procedure for certification of pedagogic personnel. That is, if by August 2, 2022, high-class teachers with 15 years of work experience are not involved in attestation, and they are paid according to the high-class, the problems will end there. But it didn't happen like that. The next problem that torments teachers is negative conclusions from regional legal centers. That is, legal centers did not give a positive conclusion to formalized orders on payment of fees according to higher qualification category to pedagogues whose qualification category was preserved for life. Therefore, the norms mentioned in all the given statements did not work in practice.
How can this complicated issue be resolved positively?
In our opinion, the Ministry of Preschool and School Education, in cooperation with the Ministry of Poverty Alleviation and Employment, by August 2, 2022, after calculating the annual work experience of high-class teachers who have 15 years of work experience, according to the procedure established by the law, among them it is necessary to form a list of pedagogues who belong to the category, and issue an order to preserve the qualification category of these teachers for life and to pay them according to the category of higher qualification through a single order.
Currently, a total of 53 thousand 914 teachers with higher degrees are working in general secondary educational institutions. A certain part of them are high-class teachers with 15 years of continuous work experience until August 2, 2022. We believe that it is necessary for the Ministry of Preschool and School Education to form a list of these pedagogues.
