We are used to the fact that positions in the education system are changed or reduced almost every year. Making inevitable changes because it is necessary to introduce something new will never serve the good and increase the quality of education. If I am not mistaken, in 2017, a proposal was made to appoint only retired military personnel to the position of deputy director for spiritual and educational affairs. A list of candidates has even been formed for this purpose. That's why the deputy directors had to work in a depressed mood during the year. Unfortunately, this proposal was not approved.
Later, the "Kamolot" youth social movement was terminated and the Youth Union was formed, the position of youth leader was reorganized, and many leaders working with secondary education became unemployed. They were replaced by highly educated youth leaders. Not long after the introduction of the leadership position, a proposal was made to reduce the staff unit of the leaders to 0.75 due to the introduction of a new position of "Creative cultural issues promoter" in the school. As a result, the youth leaders were confused.
Later, after an appeal to the President on behalf of the youth, the state of leadership was completely preserved. After some time, the youth leader in the school was offered to completely terminate the state unit. If the school does not need a leadership position, then the question of why this position was introduced is still open.
Next came the position of psychologist. As you know, in 2018, since the number of psychologists in schools is low, their number has been significantly increased since September 1, 2018. In February, it was said that 2,000 preventive inspectors for minors will be added to the school due to the reduction of the number of psychologists. And it happened.
One of the biggest administrative reforms in Uzbekistan was implemented by the Presidential Decree No. PF-14 of January 25, 2023, and with this decree there were major cuts in all state organizations, including regional preschool and school education. in 'lims too. Employees who did not want to lose their jobs before the structures, staff and positions were approved had a lot of difficulties. As a result of this, the employees' ability to work has been greatly impaired.
Now it's all over, another big reduction has come to the employees of the pre-school and school education department, who were saying that they will work easily. by the decision PQ-176, a total of 929 state units from the system of the Ministry of Preschool and School Education, including 707 and 222 state units from August 1, 2024, were reduced and transferred to the system of the National Agency of Social Protection under the President was held.
As of June 15, 2023, the state unit "Propagist on Creative Cultural Issues", which was not long established, was also abolished. It became known that the positions of deputy director, psychologist, librarian and laboratory assistant in schools were proposed to be reduced, and the list of reductions included employees of the regional pre-school and school education department and accountants.
Now it is necessary to stop changing or reducing positions in schools. If it is absolutely necessary and it is necessary to make changes to the positions in the educational system, it is necessary to consult with pedagogues who have a lot of experience in the educational system, and not with people who are not related to the field at all. Because any step taken without considering the workload can have negative consequences later.
The most important thing is to reach a unanimous decision on this matter. Because reducing positions or changing their duties reduces the work ability of employees. Think about how an employee who is trying to work in a good mood will feel if they say that you will soon be laid off and that your position will be reduced. Do you think an employee who starts work with this attitude will do well? Too many actions are being taken without thinking about this side of the issue.
Nothing will change positively by terminating or reducing the position of the deputy director, laboratory technician and psychologist in the school. Rather, let's think about how to protect the labor rights of pedagogues, create conditions for them to work safely and freely, free them from additional work that is not part of their duties.
