How many points do pedagogues have to collect in order to get an extension to the national certificate?

It is known that according to the decree of the President of the Republic of Uzbekistan dated May 11, 2022 "On approval of the national program for the development of public education in 2022-2026" No. PF-134, international pedagogues with a recognized certificate - 50% of their tariff rate, and 20% for pedagogues with a national certificate.
By the joint decision of the Ministry of Preschool and School Education and the Ministry of Economy and Finance dated July 28, 2023, the list of certificates for the pedagogues of general education schools during the 2023-2024 academic year was approved. .
In this joint decision signed by the ministries, in the case that science teachers score at least 80 points and primary education teachers score at least 60 points in the national certification tests conducted by the Knowledge and Skills Assessment Agency. it is envisaged that they will be paid a 20 percent premium.
However, with the decision of the Cabinet of Ministers No. 17 dated January 10, 2024, it was decided to issue certificates of A+, A, B+, B, C+, C, level for determining the level of knowledge of general education subjects.
Also, now it is determined that the test results will be calculated based on the international methodology - the Rash model, according to which:
- An A+ grade for a candidate who scored above 70 points;
- 65 - 69.9 points for the applicant A level;
- B+ grade for the candidate who got 60 — 64.9 points;
- 55 — 59.9 points to the applicant B level;
- C+ grade for a candidate who got 50 — 54.9 points;
- A C-level certificate will be awarded to an applicant who has obtained 46 - 49.9 points.
Now, pedagogues have a valid question: will they be given a raise even if science teachers get more than 70 points and primary education teachers get 60 points from the national certificate? Because this score is equal to A+ level for science teachers and B+ level for primary education teachers when calculated according to the new system.
The joint decision of the Ministry of Pre-School and School Education and the Ministry of Economy and Finance mentions only 80 points. Therefore, this norm has not yet been harmonized with the decision of the Cabinet of Ministers No. 17 of January 10, 2024.
Therefore, when the Ministry of Pre-School and School Education and the Ministry of Economy and Finance amended the joint decision of July 28, 2023, A+ level (scores above 70 points) for science teachers, primary education lim teachers can be paid a 20 percent bonus for the B+ level (scores above 60 points), we believe that additional bonuses can be paid only to pedagogues who have a national certificate of the appropriate level.
We think that the Ministry of Preschool and School Education and the Ministry of Economy and Finance will make a quick decision on this issue.
