According to paragraph 9 of the Resolution of the Cabinet of Ministers No. 312 dated May 19, 2021, starting from the 2022-2023 academic year, a new applicant for the positions of teachers of foreign languages of state educational institutions must have a national or equivalent international certificate of at least B2 level.
Due to the shortage of foreign language teachers in schools in the 2022/2023 academic year, the requirement not to hire foreign language teachers who do not have a national or international B2 certificate is set to take effect from the 2023/2024 academic year.
By the 2024-2025 academic year, all foreign language teachers working in schools should have a national or equivalent international certificate of at least B2 level.

According to Aziza Kurbanova, the issue was raised during a meeting with several bloggers and journalists at the Ministry of Preschool and School Education on July 6, 2024, with the participation of Hilola Umarova and deputy ministers.
As it turned out, a draft resolution has been submitted to the Cabinet of Ministers to provide teachers with additional time. That is, if English teachers have not received the necessary certificate for 3 years, this time they will be given the opportunity.
Of course, this is still just a proposal. When the relevant decision of the Cabinet of Ministers is made on this, it will be implemented later.
It should also be noted that if the Cabinet of Ministers decides to grant additional terms to teachers of foreign languages, this procedure will be applied not to newly employed teachers, but to teachers who are already working in schools.
Therefore, applicants wishing to enter a new job in educational institutions must have a national B2 level or an equivalent international level certificate.
