On August 14, 2024, the director of secondary school No. 37 in the Asaka district of the Andijan region was fined 34 million soums for conducting construction work at an educational institution and forcing about 30 teachers and technical personnel to clean up construction waste;


Does the imposition of fines on school principals serve to prevent such cases?


It is known that teachers are primarily responsible for the educational process. Their task is to provide students with quality education. However, school leaders are forced to distract them from their main tasks and involve them in landscaping work.


For school leaders, maintaining a clean and orderly school area is an important part of their work, and this requirement is strictly controlled by local khokimiyats and regional preschool and school education departments. If the school's territory does not meet the requirements, principals are subject to disciplinary measures.


The most interesting thing is that neither the local authorities nor the departments of preschool and school education provide any assistance in the issue of improvement and repair of the school territory.


In this case, it is clear that school principals will be in a difficult and uncomfortable situation. Because they should both regulate the school's territory and ensure that the teachers fulfill their main duties.


That is, in this situation, the school director will be disciplined if he does not improve the territory, and if he organizes work based on his internal capabilities, he will be fined. In this regard, the officials are only spectators.


It seems that our officials are not deeply analyzing the situation, but are only fighting against the consequences. Applying only a fine to the school administration does not solve the problem. In this case, should officials focus their attention on the resources of schools, creating opportunities to receive external assistance in their improvement?


This situation can be likened to the fact that every year teachers spend money in their pockets to repair a school. We all know that there are insufficient funds allocated for school repairs. However, we will provide reminders that collecting money from teachers and parents is illegal, but we will not take any practical measures.


In our opinion, the Ministry of Preschool and School Education should take specific measures to prevent such cases.
