Deputy director's staff will be introduced in kindergartens

The Decree of the President of the Republic of Uzbekistan "On additional measures to further improve the quality and effectiveness of preschool education" has been adopted. This was reported by the Ministry of Preschool and School Education.

According to the decree, from January 1, 2025, the position of deputy director of a preschool educational organization will be introduced on the basis of the position of educator-methodist of preschool educational organizations, while maintaining the current terms of remuneration.

At least one basic preschool educational organization will be established in all districts (cities).

A group of qualified trainers will be formed from the deputy directors of basic preschool educational organizations, and the deputy directors working as trainers will be paid an additional monthly bonus in the amount of 20 percent of their official salary.

Also, this decree introduces the following:

From the 2026-2027 academic year:

a procedure will be established for issuing an electronic certificate of one-year school readiness to children who have graduated from preparatory groups based on their development map.

Until August 1, 2025:

the state preschool education program will be improved on the basis of international standards, as well as the continuity and consistency of school preparatory groups and primary education curricula will be ensured.

Starting from March 1, 2025:

as an experiment, mobile professional development services (on the basis of buses in the form of auditoriums) will be introduced for pedagogical personnel of preschool educational organizations located in remote and remote regions of the republic.

Starting from January 1, 2025:

as an experiment, inclusive education groups will be opened in one general type state preschool educational organization in each district (city).

Starting from the 2025-2026 academic year:

the dual form of education in the field of preschool education is introduced in state higher education organizations;

when forming the parameters of the state order for admission to state higher educational institutions, at least 200 targeted admission quotas are allocated annually for correspondence and evening forms of preschool education, and pedagogical personnel with at least five years of work experience in preschool education are admitted to them on a differentiated fee-paying basis.

Starting from October 1, 2024:

if a physical person simultaneously carries out work activities in several family non-state preschool educational organizations, the practice of paying the amount of social tax at one (main) place of work is introduced;

Starting from January 1, 2025:

it is allowed to establish the activities of non-state preschool educational organizations on the basis of public-private partnership on vacant land plots of state general secondary educational institutions with a low level of coverage.

Leaders and teaching staff of preschool educational organizations are also encouraged at the expense of the Ministry of Preschool and School Education Fund;

state higher educational institutions will be allowed to establish the activities of preschool educational organizations on their vacant land plots.
