By the presidential decree, the problems of paying teachers' salaries have been resolved positively

This year, financial inspections were carried out in some districts of the Fergana region, and the payment of teachers' allowances from the director's fund in June-August was recognized as a financial error, and they wanted to collect the money from teachers in violation of Article 269 of the Labor Code. However, with the intervention of the Ministry of Preschool and School Education, the situation was positively affected.

However, some time later, similar cases were observed in the city of Shakhrisabz, Kashkadarya region.

Where did this problem come from?

As is known, the Regulation approved by the Resolution of the Cabinet of Ministers No. 823 dated September 30, 2019 provided for the establishment of allowances for the academic year.

Since the Regulation "On General Secondary Education," approved by the Resolution of the Cabinet of Ministers dated March 15, 2017, No. 140, stipulates that the academic year in general education institutions will last from September 2 to May 25 of the following year, inspectors conclude that pedagogical staff should not be paid bonuses in June-August.

On the contrary, the Regulation "On the Payment of Labor for Employees of Public Education," approved by the Resolution of the Cabinet of Ministers No. 275 of December 21, 2005, did not specify a specific norm for the period during which the allowances assigned to teachers at the expense of the director's fund are paid.

After that, the results and conclusions of the inspection conducted in different regions spread to other regions, and in June-August, the payment to teachers was stopped.

The issue was resolved by a presidential decree

The fact is that on September 30 of this year, by Appendix No. 3 to the Resolution of the President of the Republic of Uzbekistan No. PP-346, amendments were made to paragraph 21 of the Resolution of the Cabinet of Ministers of December 21, 2005 No. 275.

According to the added addendum, it was determined that the allowances for the new academic year will be paid from September 1 to August 31 of this year at the expense of the director's fund.

At the same time, the Ministry of Justice is making corresponding changes and additions to the Resolution of the Cabinet of Ministers dated December 21, 2005 No. 275 based on the Resolution of the President No. PP-346.

In this regard, on behalf of all educators, the editors of xalqtaliminfo.uz express their gratitude to the Deputy Minister of Preschool and School Education Kamilov Temurjon Kalandarovich, who closely supported teachers in resolving this issue positively, negotiated with the relevant ministries and made a proposal to the government to pay the allowances from September 1 to August 31.
