The Ministry of Preschool and School Education temporarily suspended the popularization process in order to introduce a new procedure for popularizing the work experience of pedagogues. According to the order of the Minister of Preschool and School Education No. 32 of February 7, 2024, a new procedure for publicizing the work experience of teachers was developed.
So, in what order will the popularization process be carried out according to the new order?
Currently, the best practices recommended for popularization should be in the form of a methodical guide or a methodical recommendation. Methodological works that are not in the form of a methodical guide or methodical recommendation and have been popularized over the past years will not be studied.
Methodological works are popularized in the following stages:
at the school level;
at the district (city) scale;
at the regional level;
on the republican scale.
What is the procedure for publicizing at the school level?
The methodical work developed by the science teacher of the general education institution based on best practices is discussed by the Methodological Association of the school, and if it is found to have advanced work experience, it is recommended to the Pedagogical Council of the school for popularization at the school level.
Based on the recommendation of the Methodological Association, the Pedagogical Council examines whether the applicant's methodological work has been developed in accordance with the requirements and evaluation criteria of the methodological work approved by this order, and the Pedagogical Council makes a decision on whether or not to popularize it at the school level.
If the methodological work of the applicant is given a positive conclusion and is considered worthy of dissemination, it will be disseminated at the school level by the decision of the Pedagogical Council and will be placed on the platform ommalashtirish.uz and sent to the next stages.
In this case, the following documents are placed by the applicant on the ommalashtirsh.uz platform:
an electronic (pdf) copy of the decision of the Pedagogical Council that the methodological work was given a positive conclusion and disseminated at the level of the educational institution;
an electronic (pdf) copy of the methodical work (methodical manual or methodical recommendation) recommended for dissemination;
a reference (lens) about himself and a copy of a diploma in his specialty.
Promotion at the district (city) and regional (Tashkent city, Republic of Karakalpakstan) scale:
The methodical work sent through the platform ommazamrazyan.uz will be studied by the Educational Methodological Council of the Department of Methodical Services for relevant subjects.
The applicant's methodological work is evaluated with a maximum of 80 points. The methodological work prepared by the applicant is evaluated in accordance with the requirements and evaluation criteria for the methodological work approved by this order.
In this case, methodical works evaluated with 50-65 points are considered to be popularized at the district (city) level, methodical works evaluated with 66-80 points at the regional level (Tashkent city, Republic of Karakalpakstan) and are sent to the Republican Education Center through the platform ommazhartan.uz to receive a certificate.
From this, methodical work evaluated with 75-80 points is recommended for popularization at the national level. Methodological works in the Karakalpak language were studied in cooperation with the Republican Education Center under the Ministry of Preschool and School Education of the Republic of Karakalpakstan and the Methodological Service Department of the National Center for Training Pedagogues in New Methodologies, and based on the decision of the Educational Methodological Council, a recommendation was made to the Republican Education Center under the Ministry of Preschool and School Education of the Republic of Uzbekistan. will be done.
The methodical work of the applicants who failed to collect the points required for the stages will be substantiated and posted on the ommalashtirish.uz platform. The decision of the Educational Methodological Council of the Methodical Service Department on the district (city), regional (Tashkent city, Republic of Karakalpakstan) scale must be posted on the ommalashtirish.uz platform by May 15 of each year.
Applicants who are dissatisfied with the decision of the Educational Methodological Council can appeal to the Appeals Commission within three working days.
The following conclusions can be used to make a decision:
"It should be taken into account that the applicant's methodical work has been popularized at the school level and sent to the applicant for further improvement";
"Let the methodical work of the applicant be popularized at the district (city) level"; "The applicant's methodological work should be popularized at the regional level (Tashkent city, Republic of Karakalpakstan)";
"The methodical work of the applicant should be popularized at the level of the region (Tashkent city, Republic of Karakalpakstan) and recommended to be popularized at the level of the republic."

According to the decision of the Educational Methodical Council of the Department of Methodical Services, the certificate is issued by the Republican Education Center.
Promotion at the national level:
Based on the recommendation of the methodical service department, the methodical works sent for publication on the national scale are studied at the Scientific-Methodical Council of the Republican Education Center. In this case, the applicant will make a presentation on the methodological work and will be evaluated with a maximum of 20 points.
The evaluation criteria for the presentation will be developed by the Republican Education Center and will be posted on the ommalashtirish.uz platform one month before the beginning of the republican stage. At the national level, the scientific and methodical council will make a decision on publicizing the methodical work at the national level.
The decision of the Scientific-Methodical Council of the Republican Education Center on popularization at the national level should be posted on the platform ommalashtirish.uz every year by May 30. Applicants who are dissatisfied with the decision of the scientific-methodical council can appeal to the Appeals Commission within three working days.
How long are promotional certificates valid for?
Up to three years from the date of issuance of the certificate of popularization at the district (city), region (Tashkent city, Republic of Karakalpakstan) and republican levels;
a certificate is not issued for methodical work popularized at the school level, and the decision of the Pedagogical Council on the popularization at the school level is considered the basis and is valid for three years. Certificates are issued only by the Republican Education Center and are sent to the applicant's personal office through the ommalashtirish.uz platform.
