When do online training courses start?

I am a teacher. Based on the results of my diagnostic test conducted on December 4-15, I was scheduled to upgrade my qualifications online on the onlinedu.uz platform. But online training courses have not started yet. Offline training is not allowed. But if I don't upgrade on time, it will affect my credit score. My question is, when do the online refresher courses start?
It is known that on December 4-15, the knowledge and skills of science teachers working in schools were tested.
According to the order of the Minister of Preschool and School Education No. 577 of December 28, 2023, the training plan of the supervisors and pedagogues in the training courses for 2024 was approved.
With this order, the form of professional development of teachers according to the points scored in the diagnostic test is defined as follows:
pedagogues who have scored 76-100 points without leaving work for 3 years based on the curriculum of the first class (online);
The pedagogues who have scored 56-75 points, on the basis of the curriculum belonging to the second class, 1 year without separation from work (online), 2 years without separation from work (offline), and 3 years without separation from work (online);
The pedagogues who showed results of 31-55 points, on the basis of the curriculum of the third class, 1 year without separation from work (offline), 2 years without separation from work (online), 3 years without separation from work (offline);
The pedagogues who showed 0-30 points receive 3 years of off-line (offline) training on the basis of the curriculum of the fourth class.
Therefore, educators who are supposed to be trained online this year may not be allowed to do offline training. The reason is that the training plan for pedagogic staff in advanced training courses for 2024 has been approved by the appropriate order of the ministry.
So when do the online training courses start?
This year, training courses through the onlinedu.uz platform are a little late. Because, in order to start online training courses, it is first necessary to develop content materials that will be posted on the platform.
In order to develop content materials, first of all, the relevant order of the Ministry of Preschool and School Education must be signed. Order No. 77 of the Ministry was signed on March 12 of this year.
With this order, the schedule for the development of content materials has been approved, and content materials will be developed and placed on the onlinedu.uz platform by March 10 of each year.
According to the source of the Xalqtaliminfo.uz editorial office, at the same time, the National Research Institute named after A. Avloni started the development of content materials. But this is still a time-consuming process.
Of course, as always, as soon as the content materials are ready, training courses will be started one after the other. In other words, online professional development courses will be started in the subject in which the content materials are ready.
If a teacher does not improve his qualifications on time, will this affect his bonus score?
As it is known, approved by the Cabinet of Ministers Resolution No. 823 dated September 30, 2019 "On the procedure for establishing the director's fund for encouraging exemplary employees of general secondary education institutions and using its funds" According to Appendix 1 to the Regulation, 10 points are given to a pedagogue if he/she has passed professional development courses on time and has a relevant certificate, and no points if he/she has not participated in professional development courses on time.
However, if the pedagogue cannot take advanced training courses on time due to the delay of the content materials, the pedagogue should not be considered guilty of this.
Therefore, in such situations, we believe that the Ministry of Preschool and School Education should issue additional instructions to prevent this situation.
