News is spreading on social networks that some positions in general education institutions may be reduced. There is no specific information about which regulatory document proposed the reductions and which ministry or agency developed it.
In this matter, the editorial staff of kholktaliminfo.uz contacted Dilfuza Sobirova, the head of the Information Service of the Ministry of Preschool and School Education. Dilfuza Sobirova informed that information will be provided to the editors of khoktaliminfo.uz after this issue is clarified.
At the same time, it is proposed to reduce the following positions in educational institutions:
The position of laboratory assistant
The reason for the reduction of this position is that they do not have the appropriate qualification category and do not perform any duties.
For example, school No. 47 in Andijan district does not have a laboratory worker, but a school cleaner is assigned to it separately.
In exchange for the reduction of the position of a laboratory assistant, the following offer is made:
In schools with equipped laboratory rooms, it was proposed to reduce the staff of all laboratory assistants by introducing fees for the head of the office in the amount of 17.6 percent of the minimum wage for one of the teachers of physics and chemistry (185 thousand soums).
For information, the position of head of the cabinet is now introduced for computer science teachers.
Psychologist position
The document also proposed reducing the position of psychologists in schools. According to the document, schools have the positions of "Deputy director for spiritual and educational affairs" and "Deputy director for preparing youth in the spirit of patriotism" whose tasks are similar and duplicate each other.
In addition, there are 2,000 inspector-psychologist positions in the National Guard system. Also, there is a shortage of qualified professionals for the position of psychologist. In Andijan district alone, 9 out of 88 states (10 percent) are vacant today.
For this reason, it was proposed to allocate 1 post of psychologist to each institution, regardless of the number of students. In practice, 1.0 units for up to 500 people, 1.5 units for 500 to 1000 people, 2.0 units for 1000 to 1500 people, 2.5 units for 1500 to 2000 people, 2000 people and and when it is more than that, 3.0 units of the position of psychologist are allocated.
The position of deputy director for spiritual and educational affairs
It is proposed to optimize these posts. According to the document, schools have the positions of "Deputy director for preparing youth in the spirit of patriotism" and "Psychologist" whose tasks are similar and duplicate each other.
When analyzing the situation, the school directors of Andijan district expressed the opinion that the allocation of 1 state unit to this position did not have a negative impact on the quality of education.
For this reason, it was proposed to allocate 0.5-1 staff for the position of deputy director for spiritual and educational affairs based on the number of classes.
In practice, staff unit is not allocated for up to 6 classes. For grades 7-10 - 0.5 posts, for grades 11-22 - 1 post, for grades 23-29 - 1.5 posts, the position of deputy director is allocated in the unit.
Librarian position
It is proposed to optimize this position based on the workload. Based on the number of classes, it was proposed to allocate 0.5-1 state. In practice, the position of librarian is allocated for 0.5 full-time units when there are sets of classes 1-10, and 1 full-time unit when there are sets of classes 11-16.
The document also proposed to reduce some state units in the regional pre-school and school education department.
Methodist position on the organization of healthy nutrition in general secondary educational institutions
It was proposed to completely reduce the position of "Methodist on the organization of healthy meals in general secondary educational institutions" taking into account the fact that meals were not organized in schools at the same time.
Currently, 1 full-time position is allocated to this position in the regional pre-school and school education departments.
Employees of the centralized financial and accounting service
Today, the process of paying monthly wages and equivalent payments is fully digitized. As a result of digitization, it was said that the workload of payroll accountants has decreased.
Taking this into account, the district (city) preschool and school education department set the standards for entering the position of accounting accountant in centralized accounting as one for every 500 employees in the school (actually one for every 400 employees), one for every 600 employees in the kindergarten (practically one for every 500 employees) is proposed.
