Is it possible to hire students for the position of psychologist?

According to the regulation approved by the decision of the Cabinet of Ministers No. 275 of December 21, 2005, persons studying in the pedagogic fields of universities can be employed as main workers in schools to carry out pedagogic work without interfering with their studies from the 3rd year.
But students are not allowed to work as psychologists. Qualification requirements of psychologists are defined in "Qualification descriptions of the main positions of general secondary education school (boarding school) employees" approved by order No. 247 of August 16, 2023 of the Ministry of Preschool and School Education.
According to it, a citizen who expressed a desire to work as a psychologist must have at least a bachelor's degree in psychology or higher education and a retraining course in additional psychology.
Students do not meet these requirements. Because they are individuals with incomplete higher education. Therefore, it is not possible to recruit students for the position of psychologist.
