Is it correct to pay hourly for lessons for managers?

I have been working at the school as a 0.5 part-time "supervisor." I also took 10 hours of lessons. For teaching until December, my salary was paid in full, just like the teachers, that is, it was tarified.
Now we are paid hourly. My question is, if managers are given a limited number of lessons, is it right to pay hourly for those lessons?

According to paragraph 14 of the Regulation "On Remuneration of Public Education Employees," approved by the Resolution of the Cabinet of Ministers dated December 21, 2005, No. 275, it is permitted for a leading employee of an educational institution, regardless of the number of staff positions held, to combine the main position with the teaching position (maintain a teaching load) in the amount of up to 10 hours per week.
In this case, it is established that managerial employees are paid hourly for the studied hours.
Hourly payment does not lead to a decrease in the amount of wages
The appendix to the Resolution of the Ministry of Higher and Secondary Specialized Education, the Ministry of Public Education, and the Ministry of Employment and Labor Relations of the Republic of Uzbekistan dated April 10, 2019, No. 3-2019, 19-qq, and 15-2019-qq defines the "amounts of hourly wages for conducting training sessions."
According to it, the amount of hourly wages is calculated at 1.20% of the base official salaries, and vacation pay is included in its amount.
In this case, the managing employee, who teaches on an hourly basis, performs only the training load. Simply put, managers only conduct lessons and do not fulfill the pedagogical workload.
Based on the foregoing, we can conclude that, in general, even if managers are paid hourly for their teaching hours, they will not lose anything materially.
