Are there any objections regarding the test examinations conducted for the minister's bonus?

As you know, by the relevant order of the Minister of Preschool and School Education, the first stage (test) of the test process for obtaining a monthly bonus from the Minister's Fund this year will be held on February 25.
Test trials are planned to be conducted online in real time through the "test.uzedu.uz" platform at the following designated regional locations.
In this case, the level of knowledge of the candidates in the general education subject they teach is assessed. 100 minutes are allocated for the tests (40). 2.5 points are awarded for each correct answer.
According to the test results, candidates who score 80% or higher of the maximum score will advance to the next stage.
Some teachers have objections regarding the test examinations being conducted
The objections of the teaching staff are that when determining the time allocated for test trials, 100 minutes are allocated for the test work for all subjects, without taking into account the level of complexity of the subjects.
Teachers say that solving test questions in mathematics, physics, or chemistry requires more time compared to other subjects. However, the ministry announced that the same time - 100 minutes - will be allocated for all subjects.
As is known, by the relevant order of the Minister of Preschool and School Education, a regulation on the maximum number of qualified pedagogical personnel and the selection of candidates with a monthly bonus paid from the Minister's fund has been approved.
Indeed, if we consider the requirements established in this regulation, we can witness that the level of complexity of subjects is not taken into account.
That is, this regulation also provides for the allocation of 100 minutes for 40 test questions. In our opinion, the Ministry of Preschool and School Education should take these circumstances into account and make appropriate changes to the regulations.
If the allowance quotas are not filled, why isn't the test conducted again?
This issue has also been causing various objections from pedagogical staff for quite some time.
It is no secret that there is no transparency in the submission of candidates to the ministry (Working Group) for selection in relation to the quota established for the district (city) by the territorial councils for reforming the education system in the regions.
That is, every year, teachers complain about instances of corruption, parochialism, and favoritism in recommending candidates for ministerial superprices.
Due to the fact that real candidates are not submitted to the ministry, the quota set by the ministry is not met annually. For example, in 2023, the quota for the minister's bonus was set at 2,000 people, of which 1,697 were recommended for the minister's bonus. In 2024, this quota was set at 1,250 people, of which 1,005 were recommended for the minister's bonus.
However, as we can see, both in 2023 and 2024, despite the fact that the number of ministerial allowance quotas remained unfilled, the Ministry of Preschool and School Education did not make any efforts to fill these quotas.
However, in accordance with Chapter 6 of the "Regulations on the Minister's Fund," approved by the Resolution of the Cabinet of Ministers No. 425 dated August 2, 2022, if candidates are not selected based on the quotas allocated for a monthly bonus and a one-time monetary reward, or if the number of persons receiving bonuses and allowances is less than the quota, additional selection is permitted in accordance with the relevant decision of the Working Group with the authority to revise the quotas.
We believe that the Ministry of Preschool and School Education, taking into account the above objections, will take measures to create additional opportunities for teachers.
