According to the order of the Minister of Pre-school and School Education No. 270 of August 29, 2023, the appointment of school principals from 2023 on the recommendation of the Board of Directors, which is directly accountable to the Ministry It was determined that it will be carried out mainly on the basis of an open competition.
The competition is held in order to pre-qualify the most suitable candidate for the vacant (vacant) director positions in general secondary educational institutions and hire them based on the recommendation of the Board of Directors.
The procedure for organizing an open competition for the position of school director
In order to pre-qualify candidates for the post of school director, a commission for pre-qualification of candidates for the post of director will be established in the regional administrations.
The composition of the commission is approved by the order of the head of regional departments. The commission includes the head of the regional department, deputies, the Department of Legal Services, Coordination of Activities of General Secondary Education Organizations, Departments of Coordination of Educational Work in Educational Organizations, Department of Human Resources Management and Development. ul employees and heads of pre-school and school education departments of the relevant district (city) are included.
The organization of the competition is carried out by the Department of Human Resources Management and Development (hereinafter referred to as responsible) of the regional administrations. Information about vacant director positions is automatically placed on the electronic portal "National Personnel Reserve of Teachers" (ntr.avloniy.uz) using the "Uniform National Labor System" interdepartmental software hardware complex. This announcement can be placed on the official website of regional units or on the announcement pages in social networks, and in periodicals.
Procedure for organization of preliminary selection
In the first stage: each regional administration will announce the preliminary selection for a period of 10 days through the electronic portal ntr.avloniy.uz. In this case, it is mandatory to indicate the following for the vacant director position: qualification requirements, job duties, current salary, the name and address of the general education institution where the vacant director position is available.
In the second stage: the Commission will accept the documents of the candidates who submitted their applications through the electronic portal ntr.avloniy.uz, and their documents will be examined in a transparent and fair manner within 5 working days from the end of the announcement period. Based on the applications sent by the applicants, the responsible person submits the candidate's CV in an automated form to the commission to study whether it meets the qualification requirements. False information by the candidates affecting the result of the competition when presented, it is grounds for excluding them from the competition or canceling the results of the competition.
In the third stage: documents of candidates selected by the Commission are presented to the Council. It will be re-announced if the documents for participation in the competition are not received.
The procedure for interviewing and making recommendations by the council
The secretary of the council ensures that information on the interview stage of the competition is sent to the personal offices of the candidates on the portal at least 3 days before the interview process.
In the interview process, a question (assignment) aimed at determining the suitability of each candidate's level of knowledge in the field, personal and management competence, general worldview, awareness of educational reforms, and skills for solving existing problems in general secondary schools, randomly given by selection (random).
In this case, the duration of the interview with each candidate should not exceed 30 minutes. The decision of the council is made by the majority of the members participating in the meeting. A member of the council has the right to express his opinion in written form regarding the decisions being made. His opinion will be recorded in the minutes of the meeting.
The entire interview process of candidates is recorded on video and stored for one year. The decision made at the meeting of the council shall be recorded in the minutes and approved by the chairman, deputy chairman and secretary of the council. Based on the results of the interview, the council recommends one candidate to the regional directorate.
The head of the regional departments issues an order on the appointment of the candidate recommended for the position of the director according to the decision of the Council within 3 working days. If, according to the results of the interview, the candidates for the post of director are not found suitable by the council, the regional administration will be recommended for re-announcement. If the candidates are dissatisfied with the decision of the interview, they have the right to appeal to the higher authority within 5 working days.
