In fact, long or short hair does not depend on the quality of education, but some of our officials are very concerned about the growth of hair of students. Allegedly, students with long hair are treated as unruly, disobeying school rules and evading education. The situation has reached such a level that the length of students' hair is even determined by law.
As you know, on August 15, 2018, by the decision of the Cabinet of Ministers No. 666, the regulation "On the procedure for introducing a modern uniform school uniform for students of state general secondary education institutions" was approved.
Clause 7 of this regulation stipulates that the hair of male students should not be longer than 2-3 centimeters. In addition, according to the requirements of the regulations, it is forbidden for male students to come to the educational institution with a beard and dyed hair in bright colors. Also, all students must walk without headgear inside the building of the educational institution.
The regulation also sets special requirements for students to wear school uniforms, such as clothes not being too tight or too loose, for girls the length of the skirt should be at least 5-15 centimeters below the knee, the heel of the shoes should be 3 It is specified that the height of the shirt should not be higher than one centimeter, except for the top button of the shirt, other buttons should be fastened.
As soon as the decision of the Cabinet of Ministers No. 666 was signed, it caused many objections from the public. As a result, the government had to make decisions on uniform school uniforms four times.
In May 2019, Saida Mirziyoyeva, who worked as the deputy director of the Information and Mass Communications Agency at that time, emphasized that instead of making school uniforms mandatory, attention should be paid to other problems in schools, and said that it is still too early to require mandatory school uniforms. .
After that, on June 19, 2019, the decision of the Cabinet of Ministers No. 509 on amendments to the decision No. 666 was adopted, and the uniform school uniform is not from the 2019/2020 school year, but from the 2024/2025 school year. will be introduced from On May 19, 2022, by the decision of the government No. 271, it was decided that the school uniform will be mandatory not from the 2024/2025 academic year, but from the 2022/2023 academic year.
Later, parents and the general public raised various objections to the introduction of school uniforms. Taking into account the opinions expressed, by the decision of the Cabinet of Ministers No. 558 of October 3, 2022, the requirement to introduce a uniform school uniform in the approved forms for students in public general secondary educational institutions starting from the 2022/2023 academic year officially canceled and the uniform uniform will be phased in until 2025.
Although the decision of the Cabinet of Ministers No. 666 caused many objections, its main clauses are still in force. Perhaps the existence of such requirements for the length of the hair of male students by legislation is the cause of the "fight against hair" in educational institutions.
We remind you that in the "Improved model rules of conduct of the general secondary education institution" approved by the order of the Minister of Preschool and School Education No. 282 dated August 31, 2023, students have long hair no requirements have been set. These rules of etiquette only require students to keep their hair neat and tidy.
