It is known that on February 26, 2024, between the Ministry of Preschool and School Education and the National Guard, in order to widely introduce the "Safe School" concept, to establish targeted work with minors based on the "Family-neighborhood-school" organic system The joint decision No. 4-k/k and 5-k/k was signed.
According to the concept approved by this joint decision, attendance at schools will now be conducted in the following order:
daily attendance of students is recorded by subject teachers (class leaders) on the electronic platform e-Maktab;
the deputy director for spiritual and educational affairs identifies and forms a list of students absent from class without reason and presents it to the inspector-psychologist and the attached National Guard employees;
in cooperation with the school administration, the inspector-psychologist and the attached National Guard, monitors the students' attendance without affecting the educational process;
data is collected through the e-School electronic platform to analyze student attendance, it is not allowed to disrupt lesson processes;
An employee of the National Guard conveys information about students who are absent from school without reason to the "Neighborhood Seven" and working groups organized in the neighborhood;
"Neighborhood Seven" and the National Guard employee go to the address of residence of students who missed classes without reason, conduct a preventive conversation with parents and take measures to return the child to class;
if necessary, an administrative measure will be taken against the parents who prevented their child's education and did not fulfill their obligations;
every week "Makhalla Yettiligi" and the National Guard employee will inform the coordinating staff and the school administration about the measures taken to return students to classes;
a list of chronically truant students is drawn up for each school, and they are divided into categories (students who have been absent from classes for more than 3 days without reason are considered to be chronically truant);
students who chronically (regularly) do not attend class are divided into the "red" category, and those who come late are divided into the "yellow" category;
the school administration, the inspector-psychologist, with the participation of one of the members of the "Neighborhood Seven", go to the residence of the student divided into the "red" and "yellow" categories, conduct a preventive interview with the parents about the chronic absence of their child from school, and clarify the reasons is included;
Parents of chronic (regular) truant students are given an official warning letter twice by one of the members of the "Makhalla Seven", in case of no change, in accordance with Article 47 of the Code of Administrative Responsibility, the parents ( the person who replaces them) will be prosecuted.
