Starting from August, intensive processes of lesson allocation will begin among teachers.
After raising the issue of equitable distribution of lessons in schools, in 2020, the Regulation "On the procedure for filling up classes and forming tariff lists in general education institutions" was developed and registered with the Ministry of Justice under No. 3271.
Of course, this regulation solved many problematic issues. However, there is a need to revise the regulation. Because some abstract issues in it cause many to think.
The first case is the issue of teaching teachers whose diplomas are not recognized. It is known that paragraph 15 of the regulation deals with the issue of distribution of lessons to teachers in priority sequence.
In the 17th paragraph of paragraph 15, it is said that teachers who have graduated from foreign universities in the pedagogical direction, but whose diploma is not recognized, can also be taught.
However, the employment of citizens whose diplomas have not been recognized is contrary to the requirements of the Resolution of the Cabinet of Ministers No. 620 of July 24, 2019. Even from a logical point of view, how can you teach a citizen whose diploma is not recognized? Isn't that strange?
The second case: The duration of the indicators that will be the basis for the maximum number of classes for teachers is not set.
For example, if a teacher once took part in the teacher of the year competition, or if many years ago his student won the Olympiad, or if he won some contest at the republican stage many years ago, should he be given the maximum lesson for life?
The regulation does not provide a clear solution to this issue. As a result, there are misunderstandings about the distribution of lessons among teachers.
Case Three: In some cases, if all teachers with priority indicators are allocated the maximum number of hours, some teachers may not have enough hours or only one hour of lessons. This violates labor laws.
The fourth case: Paragraph 15, paragraph 13 of the Regulation also refers to teachers who have excellent grades based on the results of theoretical and practical tests conducted in their subject in the prescribed manner, but this issue has not been fully explained.
Also, teachers with many qualification categories object to the fact that international certificates are recorded as an indicator that is superior to the qualification category of the teacher.
In general, we believe that the regulation "On the procedure for compiling classes and forming tariff lists in general education institutions" should be revised.
