How does the board of directors work?

According to the order of the Minister of Preschool and School Education No. 270 of August 29, 2023, the advisory body recommending the appointment of directors of general secondary educational institutions established in the Republic of Karakalpakstan, Tashkent city and regions - Directors council was formed.
The Council conducts its activities on a public basis and adheres to the principles of transparency, collegiality, mutual respect, equal rights and is directly accountable to the Ministry of Preschool and School Education.
The recommendations developed by the Council are mandatory to be implemented by the Ministry of Preschool and School Education of the Republic of Karakalpakstan, preschool and school education departments of Tashkent city and regions (hereinafter - regional preschool and school education departments).
The main tasks of the council recommend suitable candidates for the post of director of general secondary educational institutions on the basis of selection and selection of specialists with high moral qualities, high qualification and experience, managerial ability;
improving the management of educational processes in general secondary educational institutions by expanding public participation, developing proposals for increasing the quality and efficiency of education and submitting them to the Ministry of Preschool and School Education of the Republic of Uzbekistan;
to ensure the quality and efficiency of educational processes in general secondary educational institutions, to implement effective management, to monitor compliance with the applicable regulations and to develop relevant proposals;
development of suggestions on creating healthy working and moral environment in general secondary educational institutions, creating appropriate conditions for effective professional activity of pedagogues;
to support the processes of reviewing the dynamics of the annual growth of the rating indicators of directors of general secondary education institutions;
development of suggestions for evaluating the performance of principals of general secondary educational institutions based on the study of advanced foreign experience;
development of appropriate recommendations within the scope of authority in cases of violations of the rights, freedoms and legal interests of directors, teachers and pedagogues of general secondary educational institutions;
conducting surveys and studies among pedagogues, parents, and students in order to create a healthy environment in the management of general secondary educational institutions.
Rights and obligations of the board
to request the information necessary to perform the tasks assigned to him in the prescribed manner from state bodies and organizations and general secondary education institutions; participating in the discussion of work plans and programs, educational activities, making suggestions for their improvement.
Organization of the activities of the Council
According to the rules, the Council is formed in the composition of the chairman, deputy chairman, secretary of the Council and members. In this case, the number of Council members is determined from 7 to 11 directors, taking into account gender equality, based on the total number of secondary educational institutions in the region.
Chairman of the Board:
sets the agenda of the council meeting and calls it;
Approves the decisions of the Council and arranges for their implementation to be monitored;
approves the annual work plan of the Council, as well as submits a report on its implementation to the Council;
Coordinates the work of the members of the Council in the performance of the tasks assigned to them;
Performs other powers to ensure effective functioning of the Council.
The council does not have the right to delegate its powers to the head of the educational organization. The Deputy Chairman of the Council performs his duties in the absence of the Chairman of the Council.
Council members:
Participates in discussion and resolution of issues considered at council meetings;
Makes proposals for the discussion of the Council on current issues of the development of the educational organization;
Provides recommendations or conclusions on issues considered by the Council.
Council members must attend the meeting in person. A member of the Council has the right to send his opinion in writing to the Council on the agenda of the meeting if he is unable to participate in the meeting. The Council organizes its work on the basis of plans approved by the Council and holds its meetings as necessary, but at least once a month.
The Chairman of the Council may call extraordinary meetings based on the written requests of the members of the Council. The reasons and grounds for holding an extraordinary meeting must be stated in the petition of the council members. The meeting of the Council is chaired by the Chairman of the Council, in his absence - by the Deputy Chairman of the Council.
The meeting of the council is authorized if at least two-thirds of the members (quorum) participate
