As it is known, up to 40% (10% for the head of the medical association) allowances are assigned to teachers of educational institutions annually until July 1 at the expense of the director's fund.

However, in many cases, in the process of assigning allowances to teachers, there are cases of unbiased approaches, unfair assessment of their activities, and in some cases, some reviewers interfere in the decision of the Working Group and apply fines to teachers (although contrary to the law) for incorrect assignment of allowances.

It is true that the criteria for assessing the activities of teachers, psychologists and library staff were approved by the Resolution of the Cabinet of Ministers No. 823 of September 30, 2019.

However, because this is a financial issue, the working groups created in educational institutions may not be able to objectively assess the activities of teachers due to fear of responsibility.

In the issue of the "Pause" podcast on the topic of allowances, as the official of the Ministry of Preschool and School Education said, there are teachers who have not received allowances for years, although they have made enough progress.

Therefore, it is necessary to gradually switch to the system of assigning teachers bonuses without the human factor. For this, an electronic portfolio of teachers should be created.

As you know, in the Presidential Decree No. PD-79, it was determined that from January 1, 2024, an "electronic portfolio" of teaching staff will be formed and included in it the qualification level of teachers, the results of professional development and achievements during their pedagogical activities. However, we have not yet heard about the introduction of an electronic portfolio system.

In your opinion, we can create an "electronic portfolio" of teaching staff and use this system more effectively. That is, depending on the achievements of the teacher in the "electronic portfolio," without any human factor, it is possible to establish a system of not only assigning a bonus to the teacher, but also recommending them to industry and state awards.

If the Ministry of Preschool and School Education created such a platform and placed the criteria for evaluating the activities of teachers on this platform, it would be clear to everyone who is encouraged for what work.

It is true that it will not be easy to establish this system, but it is feasible. It should also be noted that the editors of xalqtaliminfo.uz have the opportunity to develop and submit to the ministry the project "Electronic portfolio of the teacher."
