The Ministry should reduce the signing of internal confidential orders

The preschool and school education system is one of the largest employers in Uzbekistan, with the most problematic situations. It is difficult to count the regulatory documents adopted in this field.

In addition, many orders are signed by the Ministry of Preschool and School Education to regulate the activities of teachers. There are such norms that one of our most important needs is their timely and constant interpretation by educators.

That is why we repeatedly remind you that such problems should be addressed at the level of the Education Code. If documents are not systematized and closed, the situation will worsen.

On the contrary, since some orders are signed by the ministry in the order of use within the framework of the XDFU - service, such documents are not made public. As a result, many people use the old document model, and again misunderstandings arise in the system.

For example, the order of the Minister of Preschool and School Education No. 270 dated August 29, 2023 was also canceled by the order of the Ministry's Ministry of Education.

This order established the Regulation "On the Board of Directors," the procedure for conducting an open competition for the position of a director, and the qualification characteristics of directors of general secondary educational institutions.

Therefore, the order of the Ministry No. 270 dated August 29, 2023 did not "live" for a year. The bad part is that the main document on the appointment of school principals to the position on the basis of an open competition was signed this time in the form of an XDFU.

That is, only a few employees working at the top of the ministerial system can use such orders, while others do not. In this case, objectivity decreases, transparency disappears.

Because if the main document regulating the activities of directors is "hidden" from the public, this increases the problem, but by no means reduces it.

For example, if you ask the public about the board of directors, its activities, their appointment to the position based on an open competition, they may say that they know nothing. The reason is that the previous document on this was canceled, and the new document was "hidden" from everyone.

Therefore, it would be advisable for the Ministry of Preschool and School Education to reduce the signing of internal secret orders.
